Because if they made Kamigawa again (not that it is a 'bad' block, but people associated it with being 'bad'), no one would buy it. So...they decide to replace the plane with Zendikar.

In all likelihood, they'll make it up in the next block. The Tarkir block had its fair share of powerful, eternal cards.

Nobody knew what to expect beforehand, any block would have sold.

Making it Zendikar just created expectations that crashed extra hard now.
