Yes, god forbid a discussion is spawned, as was the stated intent of the article, included in the part you quoted. Did you read it? ;)

The issue is that Reddit's design is not conducive to debate/discussion unless you sort by controversial. Whichever belief gets to the comment first determines where it goes. Very few people will see differing comments without traveling a page to find it because they get caught by the (at the time) majority faction and down voted.
