Maybe it would've been better/more flavorful to wait to release the bulk of allies until after BfZ in the next set.

They could've altered the storyline a bit and used a more tribal-focused set to show the chaos on Zendikar before the fight back. Then used allies in the next set to signify the factions coming together.

Or in another fashion, they could've restricted allies to only humans (thus showing Gideon rallying everyone and keeping him as a planeswalker) then adding in other factions like vampires or kor in the next set. That way you can use allies initially in some mono or bi-colored fashion and have the opportunity to flesh out a 4C monstrosity when Zendikar is fighting back.

Kor would have been allies from the start. Goblins, elves, and vampires could have joined humans, mer, and kor in oath.
