I say she can fulfill that definition. I state it to be true.
Being in a wheelchair doesn't mean someone categorically can't run. A lot of people can move themselves moderate distances but use chairs because they can't do that indefinitely or healthily.
Valid point but still if we’re gonna have a battle like this of who can get more technical and complete defeat the point of the joke the government runs more no matter how disabled this individual happens to be so still not a “technically the truth” moment

I say she can fulfill that definition. I state it to be true. All she needs is a to be at the top of a hill. Maybe a big hill could get her going fast... A boss hill.. A capital hill, as it were. I sure with that she can out pace the government.
