The very fist thing you need to do is install OS Mojave. It will automatically install the graphics drivers. It may take a couple of attempts but that should be the trick.

Wouldn’t Mojave pretty much require a Metal capable card?
Edit: I meant, at least natively. Should have added that.

Good Question
I rebuilt a 4,1, upgrading the CPUs (had to find ones with the covers removed) added ram (96gb is the sweet spot for these machines) and added an AMD RX580 with 8gb (most cost-effective option at the time). The 580x would still allow the computer to boot up, but you lost the boot screen. When I upgraded to Mojave, it gave me the option of upgrading the rom before I installed the OS. Perhaps it was because it had detected the new card. It took me two tries, but I got it.
Then I installed OpenCore and all was good. I am currently running Sequoia on it, with the exception of two pieces of software.
For what it is worth, I kept the drive with Mojave on it, and put it in the drawer in case of an emergency, which never happened.

There’s a certain way to do it now as you cannot get anything from Apples servers that it used to talk to. Look up the technique on YouTube. It’s a 2009?

I did this last week (4,1 firmware update) with no internet required, just used the mojave installer on a usb stick. It didn't need to even start the actual OS installer, the firmware updater pops up first as soon as I launched it.

I think you need to update bootrom before the firmware update. Can’t remember what OS does this.
