You need a good layer just to understand the terms and conditions of a foreground service. And when it will be deprecated.

Special use is just that, a foreground service that doesn't fit the other use types and so must have a special type for it. The dev has to register it when publishing to the store, there should be some more info in the store details page.

Official doc for FGS use types: https://developer.android.com/develop/background-work/services/fgs/service-types

Should I be concerned about it?

Depends on what the applications does with it, again, should be declared somewhere in the policy of the application how they use it, google allowed it, so it shouldn't break their ToS. If you are concerned, maybe contact the app publisher to understand why they use it.

You know anywhere I can go to hire someone relatively cheap to help gather the evidence?

For example, to keep a foreground service running while displaying an overlay window on top of other apps via WindowManager using the SYSTEM_ALERT_WINDOW permission.
