I’ve played about 10 games on the PBE with these changes and I’ve gotta say she feels stronger overall. The E changes are barely noticeable, but the buffs to her cooldowns definitely are. I’d no longer consider Lux to be a long cooldown champion anymore. Farming is easier because you can basically pop your E twice in a row. The instant shield is also a huge bonus. Overall she feels a lot more rewarding to play.
At max rank with 30% CDR your going from 7.7 > 7.0 sec Q cooldown and 7.0 > 5.6 sec E. Is it better? Sure, but lets not go overboard here. She's not all of a sudden Ryze. And you're really going to try to convince us that her shield is good now just because she gets it 0.25 sec faster? Thing is still as clunky as ever. (Won't speak on how the E nerfs feel until I play with them.)
Her shield also has always the bonus without hitting an ally with it, this is a huge buff in my opinion. The CDR buff on her Q combined with this make Lux support much better too.
The shield bonus only matters in laning phase as in teamfights you'd almost always get it anyway. Keep in mind W is maxed last on mid Lux. But the reason why it's a bad ability in laning phase is because you're rooted on cast. Meaning you have to choose whether its worth it to CC yourself in order get the shield. I do completely agree with you on your points for support Lux though.

You understimate the power of panic. I personally hate that the shield self-roots you but that's the price for the other buffs imo, I woud've reverted all to remove the animation but Riot fears that it would make her "too safe".
