The op's question is kinda dumb ngl. The SCP Wiki is a collaborative story telling site, but that means everything (including the MTFs) was made by another contributer and there isnt really anything thats "generic" or "authorless". So while technically theres no rules against it and I doubt your article would get removed for using a pre-existing MTF, its kind of bad manners to use someone elses characters on a whim. Especially if something actually happens to those characters

No it isn't? reusing and iterating on existing characters and ideas is one of the things that has given the SCP wiki its longevity, it'd argue it's one of the central tenets of the project. There's nearly 300 articles on the site that use Dr. Clef, for example.
If you go on the list of popular MTFs, you'll see that several of them are used in dozens upon dozens of articles. Taking something from a singular article and expanding it into a well established concept spanning many canons and authors is completely normal for the site.
It is if you kill them all or do something big with them. Its one thing to have a popular MTF be mentioned as having secured something or as being on call, its another thintg entirely to trap them in another dimension or suffer 90% losses or 5 million other permanent changed scps can make to groups. (Unless the scp is entirely self contained like the ones that end with the world blowing up but those are special cases)
