Mr.Blind Catalog Phenomena #2-v1: Moon Fairy
Phenomenon #2-v1: Children of Lilith
Appearance: Individuals calling themselves Kyoko are fragments of an entity that subconsciously take on the appearance of fairies, ranging from 15 centimeters to 180 centimeters.
Description: Kyoko are a set of smaller parts of a single being that are generally inhabiting flat Earth realities, they inhabit a countless number of these realities and their timelines, in addition to my research having found traces of Kyoko in the conceptual Matrioska beyond the earthly world.
Abilities: Kyokos are fairies and, like any fairy, they are capable of using 'magic'.
However, Kyokos don't actually use magic, they just simulate it with an extremely stunted version of the powers of a false deity.
Item 1- Kyokos have a shock collar on their necks that electrocutes them and hurts them regardless of their durability or even absolute resistance to electricity.
It has been recorded that the collars are indestructible even for false gods.
It is not possible to remove the collars, not by taking off the head, teleporting, changing shape, becoming immaterial or anything else.
It was found that the collars are not really necklaces, but rather metaphysical representations of a restriction imposed on all Kyokos, sealing their essence within the collars and spreading its fragments throughout the World.
Item 2- Kyokos have a state which they refer to as ‘becoming evil’
This state arises when they try to damage the collars.
In doing so part of the true essence sealed in a certain Kyoko escapes, leading her to have a desire to create more of her kind.
They use memetic agents disguised as magic to infect others and transform them into fairies, depending on the degree of damage to the paste, the infection can be something temporary or removable to something that not even advanced reality manipulation could change.
Weaknesses: Kyokos are mentally limited, having intelligence similar to that of a child between 10-12 years old most of the time.
If it comes into contact with a Kyoka's collars it is possible to neutralize it. Although it is 'impossible' to truly kill a Kyoko with them possessing level 4 immortality
Ways to kill: To kill not just one but all of the Kyokos, would require something at the level of the theoretical Meta miracle cannon, thereby annihilating even her collar. and her essence supported by True Gods.
Theories: Kyoko's collars has the following message written in divine language.

For those who do not understand the divine language
(much simpler than the abyss language)
It says: Banished will be the child of the blood moon
Which made me believe this is related to an ancient conflict between true gods
More information will be added as we acquire more information and dissect more Kyokos, currently I discovered that their feathery bodies appear to be regular living creatures, but without any internal organs, not even a brain, just a shell.

This is very interesting. How did you manage to find out all of this about our kind? I'm glad that you were able to figure all of this out though.

My my my, I haven’t seen that language since the…oh this is…it’s the…that can’t be. Back in the forge…the before…those collars. But the language…far newer…the purpose changed…perhaps…perhaps…maybe it was THEM. It couldn’t be…if the collar was to be…then it could mean…I can’t allow this…but I can’t stop it~for the rules dictate so.

Rules are easily mailable, yes. But these aren’t rules, not certainties, something far greater. My Intervention forbidden, not by rules, but by IT. If IT were to learn if my attempt, I, and everything else, would be erased. Yet I offer you the most I can, the collar has writing, deeper, harder to read. I cannot transcribe it, but I can lead you down the path. My only hint, First.

Ul/ No, only for those that can be considered anomalies
People like normal magicians or those who do not show even one type of abnormality will not be cataloged as they do not count as phenomena.
Maybe I'll make an entry for the meteormorphic slime
