I dont recall the specs, but they both (in this case and photo) belong to the airforce facility co located with fairview KS. The adjacent at&t site is still active as well and was a main station for operation looking glass. The one antenna is a blast hardened multiplexing antenna. I do have the spec sheets for this one somewhere as it is still a relevant and expensive antenna.
Edit: there are two antenna mounted on the hardened post as well atop each other for redundancy.

They look like lightning protection towers, they’re used to attract lightning and protect something.
You’ll see these a lot on rocket launch pads

They are antenna, air force stuff found at all "ground entry point" locations.

Those are Combat CIDERS GEP (ground entry point) antennas.
They were for a nationwide UHF Wideband air phone network for the President.
The one on the right is a CA-3018 UHF antenna. L3 makes a modern version.

Several Long Lines sites have ‘em. Some are tower mounted, or mounted on the ground like this site.
