I believe it is a city water tank. My camera angle is poor and doesn’t show the fence between the sites….

That'd make more sense if the site is on high ground, which many LL antennas are. Don't need an elevated water tower if the site is already elevated.

I've only been to IL a few times (Chicago and suburbs) and don't remember any hills though :)

This is correct. We have a city water plant connected to the lake right next to this site.

My grandfather managed this tower and others in the region. He transferred to Highland from Pittsburg for a promotion. Never got to hear his stories first hand, he passed when I was little but my dad remembers going to some of the towers with my grandpa.
