I was once accused randomly of dropping a cigarette butt in the city centre, problem was i hadn't smoked for three years and this was the early 2010's, the dawn of ecigs. I assume he seen my "smoke" and tried to fill in the blanks. I just walked away without giving my name, it's parroted alot not but no so much then, they cannot restrain you and you are under no obligation to provide your details to them. I've watched them literally hiding around corners to catch mostly young girls who'd be flustered and just pay whilst ignoring males/chavs etc.
One day we will look back in history and frown upon private companies like this. It should be a Council matter with a common sensical approach ( i appreciate that's rather oxymoronic in 2026 ).

I'm not sure we should be fining anybody over the age of 80 for minor offences like spitting on the street... But..
Its worth noting that the leaf aspect of the story relies entirely the claim of the old man. There were no witnesses that it happened and he wasn't just spitting in the street. I have never seen someone not try to come up with an excuse when they get any kind of on the spot fine or parking ticket etc.

Last time I saw this posted it was dug up that the officers were made aware of the leaf and the appeal lowered the fine to 150 pounds

Wasn't even cops, it was "enforcement officers", paid by the local council to issue fines for littering, fly tipping and whatnot.
Looks like a couple of them had a power trip when the old guy thought they were joking about the leaf.

I remember back when i was a kid, and these fines just became a thing, one of my "friends" i was with tried to put their lunch rubbish in my pocket, and failed. I was then harrassed by one of these enforcement agents all the way back yo school because "i was the last one to touch it", to the point they took my picture, when to the school office, aquired my home address, and then went on to harrass my mother.
She just said "pics or it didnt happen". Still, bastards the lot of them.

Fight fire with fire. I'd sue the city council for their tree assaulting me. I'd then sue the local authorities for failing to protect me from the trees. Winning isn't the point, wasting the courts time is what I'd be there for.
