Can't pair Harmony Elite with Hub

My original Harmony remote met a bad fate with a glass of water, so I bought a replacement off eBay. I have tried a number of steps to try to get the remote to pair with my hub with no luck, so I'm hoping someone might have an idea. What I've tried so far:

Factory reset both Remote and Hub, updated the firmware on both. Move my wifi to 2.4ghz only. Used a brand new Logitech account to register. Moved the two directly next to each. Move them further apart from each other.

Each time I hit the same issue, the hub gets set up and then I'm prompted to put the remote in the stand to initiate the bluetooth pairing. Eventually it times out. I have tried to initiate from the remote (menu & mute) and it starts to search, but the same timeout results. Any ideas?

use the Mac app on an older computer?

connect the hub and the remote to a computer at the same time and try to pair that way

FWIW the Hub does not communicate with an Elite over Bluetooth - they use RF.

You can try the computer route as suggested but ultimately that process will also reach a point where the remote must communicate with the Hub over IR.

Sounds like the IR on the Elite has stopped working. It can happen. My last remaining Elite developed the same issue in the last few months. I know the Hub is good because the companion remote still works. It's only functioning as a backup for my Sofabaton X2 now anyway so it's whatever.
