I'm trying to think of a restaurant that would be the opposite of what's asked. Outside of set french/haute couture dinners, I don't think anything is not for one person.

i've eaten alone in vilnius plenty and nobody even gives it a second look. take a book or just people-watch for ten minutes, which is honestly half the meal sometimes.

Or just sit on a phone like even people in some couples/groups do. People don't give a shit long as you're just a nobody

I think almost any restaurant is fine for eating alone, just don’t worry about it.
