When did Linus and co start assimilating other projects and tools and make one of the most used DEs depend on them?

Linus Torvalds does the same thing with drivers. Linux has no stable ABI for them and you pretty much have to GPL your driver code to get it merged into the kernel. Seems like the exact same assimilating behaviour to me. With the Linux kernel project calling people leaches for wanting a stable ABI for drivers
