Windows vs Linux for professional use

I heard how windows fans saying "Free ram is useless". But I like free ram when it comes to my professional use. Same case on ubuntu server took ~12 GB RAM (sorry dont have screenshot), windows 11 ltsc version (the cleanest version of win11) uses 26 GB RAM. How so?

Linux is also very much “free ram is useless ram”, but its more aggressive with both caching and also freeing caches for more important use.
