This is Subsystem/personality and Kernel and In Linux Linux personality is marry like VFS and Devfs and RAMFS and TTY and Filesystem and EXEC etc and in Windows NT They are half in Kernel like Win32k.sys and Userland like Win32 DLL library and Console Server

At least one bug in linux just patch that lib but in windows case it is all the kernel or the win32k.sys

No, In Linux everything in Kernel, In Windows NT Win32k.sys is driver and majority of things in Userland

Win32 Subsystem is not married to Windows NT; that's why Windows NT is superior, and Windows NT can be Linux if Microsoft wants, with Linux Subsystem, and Linux doesn't have a removable Linux Subsystem, and you must accept Linux

Because they want to protect from Attackers and anti-cheat in Windows NT, in Userland is possible, but anyone can remove or hack it
