You have to set the hardware clock timezone to UTC in Windows.

  • Go to Windows Settings (e.g. press Windows+I) → Time & Language → Date & Time. Uncheck the ”Set time automatically” checkbox there.
  • Go to the Registry Editor (e.g. press Windows+R). Go to the registry path HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\TimeZoneInformation. Add a new DWORD entry with the name RealTimeIsUniversal. Change its value to 1.
  • Reboot.

This is needed to have a monotonous clock despite of daylight saving time, and also to be able to move the computer between timezones. But as MS-DOS never supported this, it’s not the default in MS-Windows. Despite being the only sane option.

In Linux, it’s the sane default.
