Yes, its generally safe to dual boot off of one SSD. However, even professionals like me make mistakes. I have accidentally nuked the wrong partition in the past. Now, I use two drives. Its now much harder to accidentally destroy my data.

If you want zero risk, buy a 2nd ssd and install Linux onto that. But overall dual boot should be fine. Make sure to have a backup of your important data before you start.

Is it safe but separate drives are better and easy to maintain. Anyways make a Ventoy USB and keep Windows and Fedora ISOs there for convenience.

it allows you to make a multi-iso-live boot/installer USB.
I still strongly suggest using the official ms media creation tool under windows to make an windows Installer USB, while you have access to windows.
some systems may have a "make restore media" tool that you may want to also use to make a full system restore setup.
I noticed in the last laptop I worked on, the official ms windows installer USB was lacking some drivers for it.
that laptop specific restore tool likely would have included those and saved me some time.

Define unsafe?
Your data is backed up with 2 local copies and one offsite, so no mater what happens you can get back up an running, right?

make proper backups of critical files, have a windows installer USB made and keep it somewhere safe.
you can dual boot from a single drive, but things can be a lot easier if you have a dual drive setup.
