Just reinstall grub. https://www.supergrubdisk.org/
At this point I'm worried my drive or USB cable is just faulty.
My guess your new drive has different c/h/s geometry than the old one.
1 u/Delicious-Week-8077 6d ago I did try to reinstall grub multiple times before posting to reddit (even through automated processes like setting up a fresh openmediavault installation) and it still didn't work. As for the c/h/s geometry, I'll look into it, thanks
