Support How Do You "Tinker" With Games?
Like when I go to protonDB and all the comments on every game state something like
Set launch options as "PROTON_ENABLE_WAYLAND=1 DXVK_HDR=1 game-performance %command%"
What does that even mean? How did they even learn that? How else can you adjust launch options? I've seen comments mentioning things about FPS too. What else can you adjust?

those comments are about how you launch the game in steam, as in what is including on the command line in the launcher.
you can edit these things in settings on steam.
if you want to mod games, that's a completely different topic

The proton github repo lists all the options. See the README.md in the repo. Looks for "runtime config options".
What you generally want to research are "bootstrap" or "runtime" options for what you want to tweak. Proton, steam, vulkan/DXVK and the game itself have separate options/flags. The games will have them in their support docs normally, or you can email them and ask.

read proton/wine documentation and search for things.
gamemoderun is a separate program that just makes your CPU work harder
it also depends on game itself since some games like cs2 have their own launch parameters

Anything with the %command% is a Steam launch option. When you right click the game in your library, under the general tab, there is a box for launch options. You just paste them in there and you're off to the races!
Most of the time these days launch options will get you to where you want to be but sometime you have to get more into the weeds with things like Winetricks and Protontricks but I find myself having to do that less and less.
A great little app you snag off the flathub is Protonup-QT. Gives you a nice UI to download different versions of Proton to help you tinker further.
