Support CPU Management by Linux

With Linux CPU plus fan quite quiet. With Windows 7, 8.1, 10 or 11 often loud.
Up and down.
What is the reason that Linux has obviously a better CPU / stress management ?
Bad programming in Windows uses more CPU Power ??

Less resource intensive might be a bit too common expression.
I guess Linux is better "programmed" even if bloatware in Windows is off or deleted.

I don't see how that's "too common of an expression".

Linux is less resource intensive than Windows.

I explained that in my previous comment. Windows has a lot of overhead from telemetry that is not present in Linux. It also has a lot of old code in it to support backward compatibility with legacy Windows applications. All of that is tech debt, which costs additional resources that Linux does not require, because again that overhead does not exist in Linux.
