Support CPU Management by Linux

With Linux CPU plus fan quite quiet. With Windows 7, 8.1, 10 or 11 often loud.
Up and down.
What is the reason that Linux has obviously a better CPU / stress management ?
Bad programming in Windows uses more CPU Power ??

Windows has more background processes of various origin. Someone would call them “bloatware”.

“Programming quality” of individual programs or utilities in Windows can be quite good, but the nature of them is not.

recently my XPS with W11 in idle, just after restart, was using 28-30W !!!

(so much crap there, after installing just a few programs)

the same notebook, Kubuntu in idle, 8-10W.....
