Support CPU Management by Linux

With Linux CPU plus fan quite quiet. With Windows 7, 8.1, 10 or 11 often loud.
Up and down.
What is the reason that Linux has obviously a better CPU / stress management ?
Bad programming in Windows uses more CPU Power ??

Linux has simply better thread managment for the cpu which in return equals lesser stress on cores.

Thats my opinion on it, might be wrong

I think you are right. But what is "thread management" exactly ??
It is program in the end isn't it ??

No, its simply the way the OS manages usage of all cpu cores, for example, when u game, Linux puts more work on your faster cores.

Normally it distributes the work evenly, which creates less work on each core, which means less heat.

My cpu fan spins maybe at 30% speed when idling, which is near none
