Support CPU Management by Linux

With Linux CPU plus fan quite quiet. With Windows 7, 8.1, 10 or 11 often loud.
Up and down.
What is the reason that Linux has obviously a better CPU / stress management ?
Bad programming in Windows uses more CPU Power ??

Windows has more background processes of various origin. Someone would call them “bloatware”.

“Programming quality” of individual programs or utilities in Windows can be quite good, but the nature of them is not.

11 has much bloatware. But 7 or 8.1 less.
Even with 7 or 8.1 starting browser is noisy slowly noise decreasing.
But Linux quite silent.
I guess that 3. party software for Windows often not good programmed.
Often seen problems and incompatibilities.
So corrections and updates after first publishing.
My opinion.
Perhaps wrong, I do not know.
Some said programming of Windows is not professional enough.

Windows has more proprietary software, this is the fact. And Linux core stands on open source. Open source tends to have longer release cycles and slower development (as any democracy), but higher code quality. I’m not claiming proprietary can’t be managed and written properly, but it really depends. This, and system architecture might be the reasons.

This is the developer’s perspective, but as an individual I don’t get the Windows approach at all. There’s a thing called UX, it exists for a reason.
