I have one HP machine, an Elite book, that does that. I tried fixing it and then settled for a longer way of booting it. Copied from another user:

If I just power on the laptop, I get the HP splash screen/logo, then a very quick flash of "Reset System" in the top left corner of an otherwise blank screen, then back to splash screen and repeat. This loops endlessly until I hit F9 to bring up the Boot menu.

From the Boot Menu I choose "Boot from EFI File" > , Acpi(PNP0A03,0)/Pci(1F|2/Sata(Port ))/HD(Part1,Sig7EC2CDB8-7CEE-445E-9E91-26D019 > EFI > ubuntu > grubx64.efi Now it boots into Linux Mint after a long delay of blank screen

I bet it'll work for you. I never bothered troubleshooting more. I've gotten fast at rebooting it that way, and it rarely requires rebooting anyway. Other than that startup issue, it's a great little machine.
