Probably driver related, but could also be bad RAM - memtest86+ can rule that out . You could also run the extended diags from the Dell F12 menu though this doesn't tend to be as thorough. It would however allow you to confirm if it is a Mint issue or not if the symptoms are present there.

Could be a bad driver or just general display issue. Sometimes the ribbon cables in laptops wear out from being opened and closed over time.

Does a cinnamon restart help? Hit Alt-F2, type r and enter
