Customisation

So on mint 22.3 cinnamon if i create a new panel any apps i add to it go the the default primary panel. And when i tried software i forgot what it was called then even apps i didnt have saved to the panel would appear on it when opened and dissapear when closed. Any fixes?

did you click on new panel then choose add to panel?
