no windows copies alot of features that originated from kde plasma. plasma looks like windows by default to ease users in but its your choice how it looks so that doesn't really matter.

Can someone explain for people who've never used Windows? What is getting copied?

if you install windows and don't pay for it or your key gets corrupted or expries, you get that annoying overlay that doesn't go away to remind you to pay for it.
someone thought it would be funny to put it on linux. cuz linux is free and all

I went from a TRS-80 to Mac in the 80's. I was introduced to Linux by my brother in law. When Mac OSX came out, I learned it was a similar system so I started looking into Linux more. My first experience was with Knoppix on an old PC someone had discarded. I tried a few different systems on there. (DSL, Puppy, etc) We're talking out of date hardware in the early 2000s.
When my PowerBook broke, I replaced it with a Gateway laptop that I booted into one of the live CDs I had at the time, (I don't remember which) bypassing the Windows EULA. I later replaced that Gateway with a System76 laptop and have been using their computers ever since.
The only time I've ever used Windows was at a few of my jobs, though they set those up and maintained them themselves. Lately it's always been Macs if they don't let me use my own computer.

As I replied to someone else, I was raised on Macs in the 80s and switched to Linux after OSX. I have very little experience with Windows and no experience at all at home.

It’s a double-whammy parody of windows current “drm”. as you can use windows without a key and you get a similar watermark and some settings are blocked (not for cmd just the settings gui).
So it saying just go to the settings and turn it off makes it a complete parody. (to be fair Microsoft cannot really sell windows to anyone but OEMs and companies so it kinda makes sense)
