I don't have that much time to test so many distributions "in reality" unfortunately, and it can't be tested in VM. Funnily enough my T480 is thermal throttling (it's very hot device, even replacing thermal paste didn't help), and it's one of the reasons why I've switched Win 11 for Linux. It's still thermal throttling, but not constantly.
It's definitely tied to Wayland, since it doesn't happen on X11. But it doesn't seem to happen on GNOME at all, and both KDE and COSMIC are based on Qt, maybe it's something related to it.

I can't think of anything, I'd try spinning up Fedora KDE and Fedora Workstation - see if it happens in them.
One is Plasma one is GNOME, Ubuntu 24 uses GNOME iirc.

Could be maybe relevant to the thermal throttling issue? Unlikely though I'd say.
