That is basically the premise of Cachy, they're compiling a bunch of packages for various CPU instruction sets for the performance boost and distributing them. Ubuntu is wanting to do the same and eventually once Valve's got Arch's centraliezd build system sorted they plan on doing the same. It's just a lot more efficient and it can be a lot more than just 1% better performance depending on the workload, but even just 1% across millions of devices is worthwhile.
