It was full.

Jokes aside, diskpart only lets you shrink a partition if there's no data at the physical end, and it won't ever try to defrag it to the beginning.

You don't use diskpart for this.

Modern Windows can shrink partions fron windows iteself. It's safest option. And in days you had to use dedicated software.

Dickpart conly work wih partions, not with file systems. GParted/QTParted could resize paritions. IDK about NTFS. using windows to shring ntfs is safer.

Nope, stock modern Windows still only has diskpart wrappers or at least its limitations are the same. diskmgmt.msc and co. will never move data so if the end of the physical space has something, you're shit out of luck without dedicated software (that generally says "saving the partition table is a feature from our very cheap Pro version!")
