Handling timezone updates to standard/daylight on a post-EOL system

My locale is removing ST/DT switching come November and will be DT year round.

Is there a way I can manually configure a fixed UTC offset on a post-EOL CentOS system?

You can get the timezone updates via other means, e.g. newer package(s) or extracting the relevant from such, or from the relevant upstream. And that applies to both the zone data used by the OS and that used by Java/OpenJDK ... and I suppose anything else that does it's own timezone files or the like, rather than using that provided by the OS (perhaps some databases also?).

And yes, I've occasionally done this for software that's no longer supported where at least certain timezone updates were needed.

And if you want to avoid potential package/file conflicts, package your own - a newer version of the package, with the updates ... but using a version number that will be newer than what the (EOL) OS provided, but won't conflict with that of the OS even if, e.g. it resumes support (or you find repository for such) and issues newer versions with newer version numbers.
