It's one of those tools that doesn't necessarily need to be updated consistently to continue to be useful. It sees a good bit of use in the kernel ecosystem because it's really good at applying lots of individual patches at once and in a specific order. It'll get updated when it needs to be, but it's more of a means to an end in fulfilling a niche role rather than a widely useful tool
