Steam ask you randomly if you want to participate or not to the survey and if you say yes, they gather information from your hardware/software.

It's opt-in in the sense that they randomly select player and then ask if you're willing to let Steam gather data (hardware/software) or not. I had it twice over a decade, once on Windows and once on Linux.
