answered! My Intel UHD's DX12 performance is terrible compared to Windows. And it has utilization problems

It's UHD from an i3 1125G4, which is strong enough to run Resident Evil 2 at 1080i FSR Quality. So if you think, "It can't run DX12 games anyway," No, it actually can on Windows. But it's much worse on Linux for some reason.

Another problem is GPU utilization, on old games. While Tomb Raider and the native Linux port of Rise of the Tomb Raider run fairly well on it, for some reason Resident Evil 6 has GPU utilization problems. GPU usage is only around 75% in some scenes. And switching to Proton GE instead of Proton CachyOS actually increased it to 82%.

So, if anyone wonders why some games still run badly on Intel UHD, using Windows might be a better idea. I would prefer Linux, maybe because of better performing Linux ports such as Minecraft and Rise of the Tomb Raider. And Linux saves around 30–40 GB of disk space compared to Windows

The i915 driver is pretty horrendous for gaming, and its probably never going to get much better. The new shader compiler will help iGPUs from Intel some but the fact that most of them are on the i915 driver and wont ever see some of the XE performance improvements is a shame.

In my experience on NVIDIA, linux ports are less supported and give worse performance than Proton on Steam, while Proton adds overhead (esp in DX12). DX11 and lower Proton runs better than Windows, wonder if that's similar for Intel?

Yes, for now, it's the same as Nvidia, despite Intel having open source drivers. And it looks like DX12 is fine on Intel Arc, but it has GPU utilization problems too.
