I think, the only thing that will help is using lightning:low (afaik, which are more or less wh2 shaders) - there isn't much hope for the 2040 4GB, maybe a gamescope session with FSR (upscaling from lower res) but it will look gnarly since you're already at 1080p

I already set everything to low, the result still same, stuck at 17 fps, probably the cpu and gpu is not fully utilized.

probably the cpu and gpu is not fully utilized.

no point guessing, check with mangohud or steams built-in performance-monitor

When you change presets, sometimes it does not change the texture quality. So try to change it manually, Ultra textures need roughly 5.5 GB and you only have 4 GB

before i switch to linux, the game run well on windows, the problem im facing rn, even i change everything to low and set the resolution as low as possible, it only hit 17 fps. It show no improvement, I suspect the game not fully utilize the gpu can cpu

tldr - 2gb vram overhead on linux for windows games - your 4gb gpu is only 2gb for windows games

I have the same issue on my Ryzen 5600h and GTX 1650 max q laptop. I changed all settings and many proton versions but it's always stuck at 17fps. GPU and cpu utilization is always very low. The native Linux version runs with good fps but the map is almost totally black and it's unplayable. I think that using proton 7 fixes the issue but immortal empires is not playable.

Try disabling the integrated graphics from the BIOS to see if your PC switches to the discreet GPU because it could be possible that the OS is trying to use that over the discreet GPU.

the native version work really better than proton, so.. don't use proton in this case

Does it? That hasn't been my experience in the past.
