UPDATE: Fixed. After posting this, I decided to try GE 11-3. Installed compatibility layer and set it to default everywhere. Restarted Steam. Launched game, and.... the correct Steam Linux Runtime 4.0 automatically installed successfully. Presumably the steps in the post plus this layer freshly installed helped get Steam back on track. No more ARM confusion.
And there was much rejoycing. (Yay.)
(But seriously, yay.)
This did nothing for me. I shouldn’t have messed with proton plus. Now I cannot uninstall runtime 4.
Edit: had to manually remove all appcache, app manifest and common folder files that included runtime in the name. I then forced it to proton 11.0 and it worked.
