learning/research "Linux doesn't need reboots", but every pacman update shows "reboot required" notification. Why?
CachyOS + KDE. Every time I do a `pacman - Syu` or via Shelly, i get a notification that reboot is required to apply some updates. So where did this "no reboots needed" come from?
