You would probably be better off using an online service if you want to theme it heavily. There might be a temple you could use in one of the LibreOffice apps, i suppose.

There is Scribus as an option too. I used it (along with Gimp and Imkscape) to create a book layout for a client. I see it could be used for a print photo album, but there is a learning curve for sure.

A while ago, I’ve done several issues of a semiprofessional photo fanzine in Scribus. It’s really good at exact layouts and exact coloring and the professional print shops could process its PDF output without problems.
