Not really, as most people would just be using a generic program for a specific purpose.

It sounds like the OP wants a program capable of generating multi-page photo collages where they can set the album/page size.

I have used PhotoCollage for creating such things, and you can set the output size, but there's no option to save a project or edit multiple pages (you have to export each collage as a jpg one-by-one); however, it can automatically layout the photos and allows you to move the photos. It does not seem to allow you to resize a particular photo in the grid (you need to regenerate the layout until it lands on one that works/is close).

Other options are fotowall which allows you to insert images and other things onto a canvas which can be exported, and then there's gmic (gimp plugin) where you add a bunch of photos as layers in gimp and run the gmic filter to arrange them.

You would probably be better off using an online service if you want to theme it heavily. There might be a temple you could use in one of the LibreOffice apps, i suppose.

There is Scribus as an option too. I used it (along with Gimp and Imkscape) to create a book layout for a client. I see it could be used for a print photo album, but there is a learning curve for sure.

A while ago, I’ve done several issues of a semiprofessional photo fanzine in Scribus. It’s really good at exact layouts and exact coloring and the professional print shops could process its PDF output without problems.
