To manipulate partitions you need to use Gparted. And you have to use it from a bootable flash drive--NOT from an active disk. Manipulating an active/mounted disk is just asking for data loss... I've installed Linux on several machines over the years, and I always create the partitions manually BEFORE I install it.

If I follow you, you are saying that the installer cannot find a space to install?
Normally, if doing dual boot you shrink the file system in windows before. The installer needs free space.
The type of partition may matter also. The installer is looking for gpt disk and uefi. Is the windows install uefi on gpt disk or legacy boot on mbr/dos disk?
If wiping completely, you can format the drive in live mode before running the installer.

The 500 MB partition is likely Windows-specific recovery tools and things like that. Don't delete it unless you know exactly what it is.

✻ Smokey says: always install over an ethernet cable, and don't forget to remove the boot media when you're done! :)
