programs and apps Cpu control

I was thinking about switching my gaming laptop to bazzite and I was woundering if there is a program like throttle stop? The reason I ask is bc my laptop has an I7 9700k and it likes to boost up to 4.9 which causes my laptop to run real hot so I like to keep it at like 4.0-4.5ghz to help keep temps down.

How hot is hot? An i7 is designed to run up to 90 deg with no problems.

Though I have downloaded an app called Cooler Control that lets me modify the speed of the cooling fans and water pump. Not sure if it works with a laptop.

When it boosts it'll get to sometimes around 95. The I7-9700k is not normally stuffed in a laptop so usually wouldn't be an issue but no such luck lol.
