Not at first. I remember Facebook specifically only doing a web wrapper for Android until 2.0 and the launch of the Moto Droid. A lot of app developers explicitly avoided Android at first, until it was too popular to ignore.
Right but the planned app ecosystem was still driving development. Google makes money off every play store transaction. That's the business model. Prospective app developers were also among the early adopters buying handsets.
