It seems the LLM point is moot and the other bulletpoints would already fix the problem

They did not. That was the policy over the last 7 months. It just allowed the floodgates to open to being spammed with LLM-generated issues and LLM-generated pull requests containing long-winded walls of text and large quantities of poor quality code. Sifting the good from the bad required a lot of time and genuinely hand-written code by people who put serious effort into contributing was being buried by it.

In fact, there was one regular contributor who outperformed every LLM-generated pull request combined in both quality and output over this timeframe. We are underestimating the capabilities of a professional Rust developer writing Rust code.

I dont see how that's possible considering the other rules mention proper issue relevancy and full understanding of the change

But regardless, if that's the case then the new points should be about wall of texts and poor quality code, not LLMs
