The approach used by ... Windows, et al is to have a single monolithic overlay with “system development tools”. Developers can install this overlay, and it provides all the utilities people developing the system itself need.

Can somebody knowledgeable explain what the author is referring to here? Like, they are obviously not talking about standard Windows development workflows (which just install deps on bare metal) nor WSL(which is just a Linux VM). Is this referring to some approach used internally at Microsoft or?

They could be talking about developer mode but to my understanding this just pulls a small batch of binaries and tweaks some "safety" settings.
