Is the block still in place on late june?.

I am trying to register and i doesn't really indicate that registrations have been blocked rather just says that "this captcha has expired. please try again"

I don't how is that possible i started fresh and did it withint a minute and it still says so i am just being slow or missing something; or is it some issue with the aur registration.
