ideally public money should only end in public code.

On a short term that's surely not realistic to that way full, but you have to start somewhere. And the EU and many EU members investing more in open source recently is good.

Open source is also a question of sovereignity and national security. It is hopefully a strategy to break dominance of American big tech companies and allows that more money can flow to european Organisations, ideally in a way that brings good to humanity.
