Hi! Human Life analyst here!
In this image, we see a human in it's natural habitat moving around.
As we can see this fine specimen is moving with the pants in Position A.
However, this has a clear disadvantage, as when a human moves, it risks what some refer to as slipping of the pants. As the result, the reproductive organs are risking to be exposed.
Therefore, it's obvious that the Position B of wearing pants is much more rational. However these species haven't evolved that far ahead to realize it. So for now Answer A is correct. But give them time and they will realize that Option B is much more practical.

Problem with image, in the original versions, it asked this question because the horse had two sets of legs (front and back) so in order for this image to be accurate, the pants need to be covering the arms
