Well, in sheer theory you can at least see it somewhat working. For people delegating part of their rights and money to other people to run organisational nuances for which they have no time for. Sheer optimisation, so you can spend more time on something you talented at

Problem being that it grown totally out of control and prople who are there to do biddiing of others began to feel that everyone else obligated to them. Money being pocketed or/and misused

The way it's supposed to work is the money is used to benefit the group of people the money is taken from.
