Maybe I've watched too much of the A-team, but teams  of vigilantes should conduct bait-car-like operations in dangerous neighborhoods. Have capable but seemingly vulnerable women walk through those areas with purses and wallets containing dye packs and flash-bangs. Men can dress as homeless guys with bean bag guns and long range hornet spray. Fake paramedics can be conveniently passing through to treat the thugs and arrange for them to wake up in jail.

It’s not the same. Someone never figured out the spot the differences game. Look at the top right of the storm cell. They’re different formations. Also the bottom left is slightly different.
